The FOR coalition was formed in response to the announcement in March 2008 that at least one oil company had notified the Forest Service of its intent to drill oil and gas wells in the vicinity of the Rimrock Overlook. According to the Forest Service, the preliminary proposal is in close proximity to the overlook area and the Rimrock access road. By law, any proposal to drill for oil and gas in a national forest must be analyzed in an Environmental Assessment pursuant to the National Environmental Policy Act (NEPA). Federal actions such as permitting access and surface occupancy for the exercise of private mineral rights must be analyzed to determine potential environmental consequences. This is the law, and it is not being applied in our Allegheny National Forest. It is being applied in other national forests, such as the Ottawa and Huron-Manistee National Forests in Michigan. It is being applied in the Monongahela Forest in West Virginia, as well as the Ouachita in Arkansas.
